There will be 3 parts to this tutorial.: Ok, lets get started:) The Clown: Open a new image. I like to have a big area to work in. With the path drawing tool, 2D, circle shape, draw a circle for the clowns face.Select the paint tool and size 1 color black, now go to effect, and paint on edges. With the spline tool , color red, lets make the hair. Draw with the spline tool a shape that looks similar to this. 
Take the spline tool again and draw a ruffle for the hat. Color #F7BC5B .Paint on edges. 
To make the hat , choose the path drawing tool, custom shape, triangle. Color green.Paint on edges. Rotate to the right about 20 degrees. Select the pick tool and "send to back" You can decorate the hat any way you want . I just put a diamond shape on mine. Take your spline tool again, and make a small ball for the top of the hat., color same as the ruffle. Paint on edges , and send to back. 
Now make a ellipse shape, color red. With the path edit tool, move the top node down a bit and the bottom node down a bit to form this. 
Take the paint tool, color black and click on "paint as object mode" , make sure the mouth shape is active. Paint a mouth on the red shape you just made. Click on the mode again and merge both as single object. Make a red ellipse for the nose and paint on edges. For the eyes make a blue ellispe , make a smaller black one and place it on top of the blue one. Merge as single object and right click and duplicate. Place them on the clowns face. You should now have something similar to this.Select all objects and merge as single object.
